Pennsylvania in top 3 for heroin use

The federal Substance Abuse and Mental Health Services Administration collected data about heroin use for five years and used it to estimate heroin use by those 12 and older throughout the country, state and more locally.
Here is some of what they found:

Top three U.S. States:
1) California – 56,000 users
2) Illinois: 41,000 users
3) Pennsylvania: 40,000 users.

In Pennsylvania:
 Philadelphia: 7,000 users
 Berks County: 4,000 users
 Bucks County: 8,000 users
 Chester County: 8,000 users
 Delaware County: 8,000 users
 Montgomery County: 8,000 users
